AVAILABLE HOME REPAIR GRANTS

Grants may be awarded while funding is available to assist low income, owner occupied homeowners within the City of Schenectady for a variety of repairs. Liens will be placed on homeowners property for the amount of any awarded grants for a period determine by each specific grant. Each grant has its own qualifications such as homeowners must be current on their mortgage, homeowners insurance and property taxes to name a few. Other guidelines/restrictions apply to each grant and will be discussed during an Informational.

Homebuyer Assistance Grant

  • Grant up to $60,000 for rehabilitation purchase restricted to homebuyers in the City of Schenectady.
  • Grant is awarded on a “first come first serve” basis.
  • The housing rehabilitation must be complete within 6 months purchase by the homebuyer.
  • Applicants must make less than 80% of Area Median Income (AMI).
  • The applicant must not own a home at the time of application.
  • Grant is to be awarded to single family homes only. Rental units will not be addressed or rehabbed. Only the owner occupied unit will qualify for rehabilitation. If the home is a 2-4 unit, and any units other than the owner occupied unit require repair, the home will not qualify.
  • A Note & Mortgage of 5-15 will be placed on the home. The POA is based on the amount of funds invested in the unit as follows: less than $15,000= 5 year POA, between $15-$40k= 10 year POA, $40k+= 15 year POA.
  • The lien is at zero percent interest and the principal balance is reduced annually on the anniversary date of when the unit was completed. No repayment is required if the homebuyer remains as principal resident throughout the POA. If the home is sold or the owner no longer resides as principal resident, the pro-rated portion of the lien must be repaid to the HTFC per the NYS HOME Local Program Homebuyer Recapture Provisions Guidelines.
  • Applicant must receive pre-purchase counseling from CLTS prior to purchase.
  • Applicant must obtain a certificate of completion for homebuyer education-this course must be taken from a HUD certified agency, such as Better Neighborhoods Inc.

   Home Owner Rehab

  • Grant up to $50,000 for rehabilitation, restricted to homeowners in the Town of Rotterdam.
  • Grant is awarded on a “first come first serve” basis.
  • Applicants must make less than 80% of Area Median Income (AMI).
  • Grant is to be awarded to single family homes only. Rental units will not be addressed or rehabbed. Only the owner occupied unit will qualify for rehabilitation. If the home is a 2-4 unit, and any units other than the owner occupied unit require repair, the home will not qualify.
  • A lien of 5 years will be placed on the home.

 Homeowner Housing Rehab

  • Grant up to $45,000 for rehabilitation, restricted to homeowners in the City of Schenectady.
  • Grant is awarded on a “first come first serve” basis.
  • Applicants must make less than 80% of Area Median Income (AMI).
  • Grant is to be awarded to single family homes only. Rental units will not be addressed or rehabbed. Only the owner occupied unit will qualify for rehabilitation. If the home is a 2-4 unit, and any units other than the owner occupied unit require repair, the home will not qualify.
  • A lien of 5 years will be placed on the home.

Rehab Assistance Program

  • Grant up to $25,000 for rehabilitation, restricted to homeowners in the City of Schenectady.
  • Grant is awarded on a “first come first serve” basis.
  • Applicants must make less than 80% of Area Median Income (AMI).
  • Grant is to be awarded to single family homes only. Rental units will not be addressed or rehabbed. Only the owner occupied unit will qualify for rehabilitation. If the home is a 2-4 unit, and any units other than the owner occupied unit require repair, the home will not qualify.
  • A deed restriction of 5 years will be placed on the home

Access to Home Medicaid

  • Grant up to $25,000 for rehabilitation of accessibility repairs, restricted to homeowners & renters in the City of Schenectady.
  • Grant is awarded on a “first come first serve” basis.
  • Applicants must make less than 80% of Area Median Income (AMI).
  • Grant is to be awarded to single family homes only. Rental units may be addressed or rehabbed for accessibility if the tenant is disabled and on Medicaid. If the owner is disabled and on Medicaid, only the owner occupied unit will qualify for accessibility repair. If the homeowner or tenant is not disabled and on Medicaid, they will not qualify for assistance.
  • A lien of 5 years will be placed on the home.

RESTORE

  • Grant up to $10,000 for emergency repairs, restricted to homeowners 60 years of age and older the City of Schenectady.
  • Applicants must make less than 80% of Area Median Income (AMI).
  • Grant is to be awarded to single family homes only.
  • A lien of 3 years will be placed on the home.
